Military Mentors for U.S. Senate Youth Program

The Department of Defense (DoD) is soliciting nominations for 17 military officers (O-2 through O-5) to serve as ambassadors of the Armed Forces in support of the 58th Annual United States Senate Youth Program (USSYP) Washington Week, March 7-14, 2020.  This educational experience for outstanding high school juniors and seniors interested in pursuing careers in public service was established in 1962 by United States Senate Resolution 324 and personifies one of the longest standing commitments of the Office of
the Secretary of Defense to a national youth program.

USSYP military mentors represent their individual Service components and serve as role models for the 104 USSYP student delegates, two from each state, the District of Columbia, and the Department of Defense Education Activity.  They exemplify the highest standards of decorum and protocol, facilitate logistics and movements, and assist USSYP staff with safety and accountability.

Each military mentor is assigned a group of student delegates for whom they are personally responsible – from arrival until departure – presenting a unique opportunity for these bright and influential young Americans to gain a better understanding of DoD’s mission, people, and interrelationship with the other branches of government.

SAN DIEGO – Rear Adm. John E. Gumbleton assumed command from Rear Adm. Cedric E. Pringle as Commander, Expeditionary Strike Group 3 (ESG 3) during a change of command ceremony held aboard amphibious assault ship USS Makin Island (LHD 8) Sep. 30.

Pringle assumed command of ESG-3 in December 2017, and upon his departure will be assigned as the 31st Commandant of the National War College.

Lt. Gen. Joseph L. Osterman, I Marine Expeditionary Force commanding general, served as the guest speaker for the event. Vice Adm. Scott D. Conn, commander, U.S. Third Fleet, presented Pringle with a Legion of Merit as an end of tour award, recognizing him for his exceptional service to the U.S. Navy.

“Here is a leader who has had incredible foresight with where we need to go as a naval service,” said Osterman. “He’s truly a selfless professional.”

As ESG-3 commander, Pringle prepared amphibious units for operations within U.S. 3rd Fleet and Amphibious Ready Group (ARG)/Marine Expeditionary Unit (MEU) deployments worldwide.

Pringle oversaw the USS America (LHA 6), USS Essex (LHD 2) and USS Boxer (LHD 4) ARG/MEU successful deployments to the U.S. 5th, 6th and 7th Fleet areas of responsibility. Following this, he assisted in the homeport change planning for USS Bonhomme Richard (LHD 6), USS Wasp (LHD 1), USS America (LHA 6) and USS New Orleans (LPD 18).

As Littoral Combat Force 36 deputy commander during Exercise Pacific Blitz 2018, he seamlessly integrated blue and green forces in the first exercise of its kind. Implementing advanced warfighting concepts, he exercised Littoral Operations in a Contested Environment and Expeditionary Advanced Base Operations.

Pringle’s initiatives during his tenure in command to improve warfighting readiness changed the way future strike groups will train and operate, which will deliver the most capable ships to geographic combatant commanders.

He reflected on his time as commander, while thanking his peers and the men and women of the ESG-3.

“Our Navy is still the most powerful force on the face of this earth and it doesn’t matter if we have 280 warships or 355 ships,” said Pringle, “We are still that impenetrable force. No one else in the world can do what we can do.”

Gumbleton is a native of Falmouth, Massachusetts, and was designated a naval aviator in October 1990.

At sea, Gumbleton served as commanding officer of USS Boxer (LHD 4) and most recently served as the deputy chief of strategy, resources, and plans (N5) at U.S. Naval Forces Europe-Africa-U.S. 6th Fleet, based in Naples, Italy.

“To win without fighting means that deterrence and diplomacy can only work under the shadow of a strong Navy and Marine Corps team,” said Gumbleton. “Our energies will be focused on the planning and testing of innovative concepts to further the intellectual work brought forward, balanced with setting the bar for credible, combat forces to be ready when the nation calls.”

ESG-3 is comprised of four amphibious squadrons, eight naval support elements and 15 amphibious warships comprised of approximately 15,000 active-duty and reserve Sailors and Marines. The mission of ESG-3 is to serve as the command element for Marine expeditionary-brigade level expeditionary operations as commander of an amphibious task force.

NAVCO is offering another opportunity to create and share short, recorded shout-outs (15-20 seconds) with a Navy key message for ALL Sailors. These are a HUGE HIT with American radio affiliates.

We request and need your assistance by encouraging your Sailors to call 1-855-OUR-NAVY and record their shout-outs as per below. Participating Sailors can call from any available phone and NAVCO thoroughly screens each call before sharing with media so there is no need to monitor each one as they happen.

A few best practices to encourage participation: (1) Highlight in POD or POW; (2) Add a slide on SITE TV; (3) All-hands email; (4) Allow Sailors to use PAO outside line during specific periods of time & (5) 1 MC announcements.

The Daniel K. Inouye Asia-Pacific Center for Security Studies is a Department of Defense executive education institution that educates, empowers, and connects current and future leaders from the Indo-Pacific region. The Center offers in-resident courses, workshops and dialogues in Honolulu and the Indo-Pacific region, and conducts policy-relevant research to build security capacity and collaboration. DKI APCSS addresses traditional and non-traditional security issues, including the relationship between governance and the security sector; transnational threats such as organized crime, terrorism, violent extremism, and trafficking; maritime security; crises; analytical security assessments; and whole-of-society collaboration to include the role of women, peace and security. The Center seeks elite educators to teach, facilitate, research, and engage security professionals in the Indo-Pacific Region to promote secure, stable and prosperous region.
Responsibilities for associate/full professor faculty members
• Teach, facilitate, research, team, perform administrative duties to support academic functions
• Lecture on selected regional security topics in executive education courses
• Facilitate and lead seminars, workshops, dialogues, visits, and regional engagements
• Manage and coordinated courses, workshops, and dialogues Essential selection criteria for SECURITY SECTOR DEVELOPMENT associate/full professor faculty members
• High level of experience in security and defense sector governance, development, and institutional capacity building of Indo-Pacific partner governments to increase capacity within their security institutions
• Experience in capacity building, national security consultations, sector-wide coordination, and strategic planning as related to the evolution and transformation of roles and responsibilities of security agencies
• Experience working with U.S. embassies in region, including familiarity with a country team, office of defense cooperation, U.S. State Department and USAID policies

Required qualifications and attributes for associate/full professor faculty members
• Doctoral or Master’s degree
• U.S. citizen, or foreign national who has resided in the U.S. for three of the last five years; must be eligible for H-1B work visa.
• If you are a male applicant born after December 31, 1959, you must certify that you have registered with the Selective Service System, or are exempt from having to do so under the Selective Service Law.
• Proven ability in teaching and seminar facilitation
• Proven ability to function as a team member

Desirable selection criteria for associate/full professor faculty members
• Knowledge of U.S. Foreign Policy with particular reference to U.S. policy in the Indo-Pacific region.
• Ability to teach a gendered security perspective
• Experience at the operational, strategic, or policy level in a multilateral setting
• Awareness of security issues in one or more countries in the Indo-Pacific region
• Demonstrable skill in at least one regional language
Salary and rank are commensurate with qualifications. Salary range is $93,000 – $127,496 inclusive of locality pay (18.98%) and cost of living allowance (10.64%). All faculty at the Daniel K. Inouye Asia- Pacific Center for Security Studies are employed on limited-term, excepted-service positions, for up to three years, with the possibility of renewal. Relocation expenses may be authorized.
