Junior Officer Advisory Panel

The Junior Officer Advisory Panel will advise the Board of Directors on continuous improvement to NNOA Junior Officer (JO) outreach.  This panel will focus on recruitment and retention ideas, programs to better serve Junior Officers, and improved communication.

LTJG Cody E. Mitchell

Bio

LTJG Cody E. Mitchell assumed command of USCGC BELUGA (WPB-87325) homeported in Sandy Hook, NJ in July 2021. As Commanding Officer, his primary responsibility is for the safety, proficiency and well-being of an 11-person crew and ensures the safe navigation, operational planning, and mission execution for U.S. Coast Guard Sector New York’s only patrol boat. The cutter’s primary missions include search and rescue, port, waterways, and coastal security, recreational boating safety, enforcement of federal fisheries, and safety and endangered species regulations.
LTJG Mitchell’s previous operational assignments include Deck Watch Officer aboard USCGC KIMBALL (WMSL-756) homeported in Honolulu, HI and Operations Officer aboard USCGC MAUI (WPB-1304) homeported in Manama, Bahrain as part of Patrol Forces Southwest Asia.
LTJG Mitchell entered the Service through the College Student Pre-commissioning Initiative in June 2016 and graduated from U.S. Coast Guard Training Center Cape May Company A-193 in July 2016. In November 2018, he earned his commissioned through Officer Candidate School Class 1-19. LTJG Mitchell holds a B.S. in Criminal Justice and B.A. in Sociology from Virginia State University.
His personal military decorations include the Navy and Marine Corps Commendation Medal, Coast Guard Achievement medal with operational distinguishing device, Command Afloat Device and numerous service and unit awards.
LTJG Mitchell currently serves as the Chairman of the Junior Officer Advisory Panel for the National Naval Officers Association. He is responsible for advising the Board of Directors on continuous improvement for Junior Officer recruitment, retention, programming, and communications.
A native of Douglassville, Pennsylvania, LTJG Mitchell is the proud son of Brian and Stefani Mitchell and brother to Zachary Mitchell.
